Construction of a 14-mile pipeline that would pump water from Johnstown to the drought-prone Ligonier area could begin next spring as funding for the $9.8 million project has been finalized.
Municipal Authority of Westmoreland County officials announced Thursday night that a low-interest state loan will be used by Greater Johnstown Water Co. to pay more than half of the project’s cost.
The Westmoreland authority, which originally had counted on grant money to pay for the pipeline, now appears ready to use its own construction reserves to finance its portion of the project, expected to be about $4.2 million.
“I don’t believe this organization will borrow a penny to install this line. We’ll use our own crews to install the line,” said authority manager Chris Kerr.
Authority officials initially said last year when they unveiled the pipeline project that at least half of the project’s costs needed to be funded through state or federal grants.
But funding plans changed when grant money dried up. Officials said yesterday they are still pursuing grants, but efforts to receive government funding have so far been unsuccessful.
The authority now plans on using about $3 million already set aside to upgrade the Ligonier water system, which was purchased in late 2006. General capital improvement funds would pay the remaining portion of the costs, Kerr said.
Authority board members last night authorized solicitor Ken Burkley to finalize a water purchase contract with Johnstown.
Terms of the 40-year proposed deal call for the authority to purchase a minimum of 560,000 gallons of water each day from Johnstown at a cost of about $250,000 a year

PHYLLIS Dolan had a Bridget Jones moment recently.
She walked into a fancy dress party at her sheltered accommodation dressed in a bunny girl outfit – and realised she was the only pensioner who had gone in costume.
“I was so embarrassed,” says the 67-year-old, laughing. “There I was dressed in a leotard, fishnet tights and a french maid apron, and there were all the other pensioners drinking their ale and dressed in their normal clothes.”
Phyllis was the winners of our competition to find the most daring thing was that you had ever done.
“I have never been daring in my life – in fact I used to be fairly shy and underconfi-dent,” she says, “but on that occasion I just thought `it’s a fancy dress party, why not really dress up’ and bought the leotard from a school shop and borrowed my 32-yearold niece’s stilettoes.
“I then took the collar and the cuffs off a man’s shirt and made some ears and a tail, took a deep breath and headed out into the party.
“All in all, it was a really good night – even though I was the only one dressed up.”
And, while most people would have gulped down some wine to ease their nerves, Phyllis, from Norris Green, had to stay on the soft drinks.
Because, unbelievably, the active pensioner has an aneurism on the brain.
“I found out about it some six years ago,” she says. “The doctors have said they can’t do anything about it because they don’t know enough about it.
“Apparently it could have been there for a long time or it might have appeared recently – we just don’t know.”
Despite her condition, the mum-of-two and grandmother of three still manages to keep herself fit by walking her dog, Floyd (named after the band which her sons, Stephen, 38, and Paul, 34, love) and working out on her step machine.
“I have always been quite active,” she says, “and years ago I used to take a keep fit class. These days I try to keep active all the time – even though I have arthritis and I have had a few strokes over the years, as well as having my aneurism.
